Instructions:
Heat cooking oil in a skillet or wok over medium-high heat. Add onion and bell pepper, stir-frying for 2-3 minutes until slightly softened.
Add the black beans, soy sauce, garlic powder, cayenne (if using), sugar, and salt. Stir-fry for another 2-3 minutes, ensuring everything is well coated.
